The History
Stockland acquired the Glenrose shopping centre in early 2003.
In February 2006, Stockland lodged a Development Application (DA) for the redevelopment of the shopping centre. As part of the DA site investigations, contamination beneath the centre was discovered. Updated, revised redevelopment plans were submitted to Warringah Council in September 2007 which included plans for remediation of the contaminated groundwater.
Further testing throughout 2006 and 2007 assisted in identifying the source, nature and general extent of the contamination. The Department of Environment and Climate Change (DECC, formerly known as the Environmental Protection Authority - EPA) was advised of the presence of contamination in November 2006.
In January 2008, DECC declared the site a remediation site under the Contamination Management Act 1997.
In July 2008, Stockland's redevelopment DA was rejected by Council.
In January 2009, further testing revealed that the extent of the contamination was greater than originally thought.
In March 2009, Stockland notified Glenrose retailers, Warringah Council and the community of its intention to demolish the majority of the shopping centre in order to remediate the site.
On 10 December 2009, Stockland's development application for the proposed demolition of the Glenrose shopping centre was approved by the Joint Regional Planning Panel. The DA authorises demolition to allow remediation of the existing centre to occur. At the same time, a concept plan application to re-instate a new shopping centre on the site was also approved.
The development approval for the proposed demolition of the Glenrose shopping centre, to allow for remediation, allows Woolworths and a number of the surrounding specialty shops at the eastern end of the centre to continue trading throughout the remediation process.Works and Trading at the centre
Stockland Glenrose continues to trade during the remediation and demolition works and has the following retailers and services: Woolworths, Australia Post Office; Belrose Chemist; Belrose Dry Cleaner; Belrose Newsagency; Belrose Quality Meats; Forest Pool World; Michel's Patisserie; National Australia Bank; Travelscene; Vina Bakehouse; Wholey Mackerel Seafoods; Bendigo Bank ATM; St George ATM; CBA ATM.
Stockland commenced the demolition and remediation works in late September 2010. Woolworths and 11 retailers will continue trading from the new entrance during the demolition and remediation works, which are estimated to continue until mid-2011.
Stockland will keep all retailers and the community informed of the progress of ongoing testing and the remediation works once they have commenced.

An independent, EPA-accredited site auditor has confirmed that whilst there is no immediate risk, the contamination now needs to be remediated.

Remediation
The groundwater beneath the centre (some 3-9 metres) is contaminated with tetrachloroethene (PCE) which is a chemical commonly used in the dry cleaning industry. The contamination appears to have occurred some time ago with a previous dry cleaning operator the most likely cause.The independent EPA-accredited site auditor has determined that while the results of the recent testing show no immediate risk of harm to staff and visitors to the centre, the contamination needs to be remediated sooner rather than later.
The source of the contamination is directly underneath the shopping centre. The remediation plans include removing the source of the contamination and treating the groundwater that runs from the Stockland site onto the adjoining Council land.

In 2007, Stockland informed local residents and the broader community about the contamination and the need to remediate the Glenrose shopping centre site in the future.

Future plans for the site
Stockland has had concept plans approved as part of their Staged Development Application for the redevelopment of the majority of the shopping centre.
The plans for the new centre are smaller than the schemes previously proposed, and do not include any residential development.
In 2010 Stockland will work through further detailed plans for the redevelopment following the development approval from the Joint Regional Planning Panel. Stockland will keep the community updated on the progress of these plans.
Stockland will keep in regular contact with Glenrose retailers about the proposed future retail development on the site and, at the appropriate time, will contact all existing retailers to discuss future opportunities.

Q. How much longer will the retailers remain open?
A. Woolworths and eleven retailers located outside of the remediation area will continue trading safely using the new entrance. We will keep the community and retailers fully informed about the timing of works.
Q. Will Woolworths continue to trade?
A. Yes, as the Woolworths store is outside the remediation area it is anticipated Woolworths will continue trading safely in its current location. Stockland is working closely with Woolworths to ensure access and car parking are maintained to ensure customer convenience.
Q. Will any other shops continue to trade?
A. Yes, there are eleven shops outside Woolworths which will continue to trade throughout the demolition and remediation process.
The proposal to keep any retailers trading during this period remains strictly subject to ensuring trading can continue safely based on ongoing environmental analysis.
Q. What are your future development plans?
A. Stockland is working through its future development plans for the centre and will keep the community and retailers updated regularly as these plans are confirmed. The plans for a new shopping centre approved by the Joint Regional Planning Panel are smaller than those schemes previously proposed, and do not include any residential development.
Q. How and when was the contamination discovered and what is the nature of the chemical substances identified?
A. The presence of some contamination was initially discovered during the course of the development application process in 2006. Further testing was undertaken throughout 2007 and 2008 which has identified with greater certainty both the nature and extent of the contamination.
These investigations identified the presence of a chemical commonly used in the dry cleaning industry in the groundwater 3-9 metres beneath the shopping centre.
Stockland has been working closely with DECC (formally EPA - Environmental Protection Authority) since the discovery of contamination. An independent EPA-accredited site auditor has determined that while the results of the recent testing show no immediate risk of harm to employees and visitors to the centre, the contamination now needs to be remediated.
Q. Is it harmful to my health in any way?
A. Our independent consultants have concluded that there is no immediate risk to human health unless individuals inhale, ingest or come into direct contact with the contaminants which are located at a considerable depth below ground (3-9 metres). Customers who visit the centre regularly and retailers who work in the centre daily are not exposed to high concentrations of the contaminant.
Q. Who is responsible for the contamination?
A. At this stage, the person or corporation responsible for causing the contamination is not known as the contamination appears to have occurred some time ago. A dry cleaning business is the most likely source and various dry cleaners have has been operational within the shopping centre since it first opened in 1967. Under NSW legislation, the polluter is responsible for the remediation and associated costs, if they can be identified. However, in the absence of the polluter being identified, Stockland has agreed to remediate the site in accordance with all relevant EPA guidelines and environmental laws, understanding that the discovery and remediation of the contamination is a significant concern for the local community.
Q. How are you going to clean this contamination up?
A. A number of methods have been used to clean up contamination by these chemicals at other sites in Australia and other countries. The Remedial Action Plan (RAP) has determined that the best method of remediation in this instance is to remove the source contaminants from the site. As the contamination exists beneath the shopping centre, this will require the demolition of parts of the shopping centre in order to access the contaminated areas. Stockland will engage an expert remediation contractor to ensure all safety standards are adhered to and the contaminated waste appropriately dealt with.
Q. How long is it going to take to clean this up?
A. Stockland is committed to ensuring that the site is clean and safe. Stockland is working with DECCW to agree timeframes for remediation and will communicate these as soon as possible.
Q. Will I see testing activity on site?
A. Ongoing testing will occur on site before any works commence, for the duration of remediation works and then after the remediation process is complete.
Q. When will the demolition and remediation start?
A. Stockland commenced the demolition and remediation in late September 2010. You will see activity on site and there will be hoarding around the demolition/excavation zone to ensure all safety procedures are in place.
Q. Will this contamination affect water supplies?
A. No, the Belrose area is serviced by mains water and a search of records by Stockland's environmental consultant indicates that there are no private water supplies in the area likely to be impacted. Contamination of this type can affect groundwater that is accessed through wells and boreholes. No unregistered bores have been identified to date and there are currently no registered bores within the impact zone.
